Best I can say is the maybe they saw all the marks as being bag marks, i.e., no circulation wear.

It seems that I see that beige-ish staining/toning on a lot of BU Franklins (such as the one pictured here). I find it quite unattractive.

Where does it come from though? Is it residue from mint set plastic?

I don't see the traditional rub marks Franklins receive in circulation. Need better pics to figure out what's going on near the "19" in the date. Reverse has to be taken in to account.

Even without all the information, reverse, better pictures, et al, I'm not sure how this coin achieved a 64.

Seems to be a lot of chatter for a 64. I think the foxing is from a PVC based holder this thing probably sat in.

My guess is that the submitter used this in a bulk submission lot.
