Why would this proof look like a business strike.
Is it possible to polish away the mirror finish
and not damage the coin too much?

the scratches on the obverse looks like it was cleaned, and was not treated kindly.
Maybe it had toning, dirt, or paint that someone removed.

but could it be cleaned to the point of having no
mirror finish left at all? Wouldn't that take
a long time.

It is very possible to have no mirror finish left. It may not take very long, depending on how it was cleaned.

Looks like cleaned with a brillo pad. That would get rid of that nasty mirror finish.
