Okay, so I found this note online and it has me puzzled.

Don Kelly states "Counting mark at LR won't scare anyone." PMG's holder notes a stain, and I see the stain. However, I'm having a hard time figuring out what Kelly's "at LR" means.

Is he referring to the mark right in the center at the bottom edge (under "Silver Certificate") of the obverse? If not, then two questions: 1) what is that mark?; and 2) where is the counting mark?

Either way or, what does "LR" mean? Am I being daft?

Lower right? On the reverse there is a small black bar on the corner.

Seems like a question you should ask Don Kelly. We are not mind readers here.
After further look, it appears there is a "crinkle" on the obverse mid/lower right hand. I think the crinkle is what is sometimes referred to as a "counting mark" when a bank teller pinches the note. I do not see a stain, but if PMG notes it, then it involves further investigation.

With regards to a PMG 64 I personally do not like this particular note. Crinkles on notes usually do not get this high of a designation.

They are referring to the lower right part of the bill (South east of the blue seal) where the counting mark stain is.

Wheat, your eyes are better than mine. I don't like it as a PMG-64. With its issues, I don't see it being graded higher than an 5x.

Ah, so I was being a little daft about "LR"...but what is the black line located at the lower edge on the obverse of the note under "Silver Certificate"?

I noticed it a while back on another note (that note has the black line at the top center edge of the obverse, right above the "E" in Tender) and when I saw Don Kelly's note and his reference to a counting mark, I got curious. Turns out I had a little confusion on what a counting mark is, but it really makes me curious as to what that little black line is.

Is it normal? Is it damage? What is it?

It is a mark used to line up the paper for cutting the sheet apart. It is normal.
