Multiple Errors ~business Over Proof?~ Please Help!

Hello all! So first of all was the entire site down all day yesterday? I was locked all day...

Anyway, I was going through a small box of UNC cents when I came across this odd 1998 cent.
First, it has some sort of surface deficiency, littering it with bumps, cracks & blisters.

Second, Elizabeth seems to have accumulated metal or is doubled,

And most interesting of all...
the queens entire portrait is heavily doubled, but over what looks like a proof bust... no matter what angle I look at it, all the doubling looks intentionally frosted (proof)...
Also, it doesn't resemble a die shift, because the doubling follows the design even into tight areas, (inner jewels of crown, back jewels of necklace)...also, any ejection or Machine Doubling ive seen always has thr same finish as the bust, and is usually flatter & shelf-like
..Any thoughts or ideas as to what would cause such a flawed coin? And would the presence of multiple errors be relatively rare? Thanks to all for replying!!

Gas bubbles and gas lines on these zinc non-mag only, are common. As is the doubling on the 98, I have a few tucked away as well.

Could you post a pic of an example? Does yours show proof characteristics in the doubling?

Nice! Looks very similar except I'mstill wondering why the doubled edge is in a proof finish? Your looks like the same type of doubling but the finish looks the same...im just wondering whats causing this?
