It is a struck through error. Note how the obverse is normal. If the coin were PSD, then the obverse would probably have been affected.

It was the 2nd U and the M of UNUM that are "dropped" into the field that caught my eye.

I originally just dismissed this into the "confirm later junk pile". Good thing I double checked it!
