obverse, left of portrait appears to be USUS AUG.

reverse, exergue appears to be UTCC. Inscription above depiction almost seems more Greek than Latin to me.

The coin is pretty worn so It's going to be a guess, It looks like Constantius II to me.

Constantius II with Twin Victories reverse and legend VICTORIAE DD AVGGQ NN "Victories of our Lord Emperors".

I can't make out the mint mark.

Tend to agree with 'Paul_Bulgerin' but wouldn't discount Constans without having a closer look as the first letter on the right, the inscription reads "?SPFAVG". Is the character at "?" a "V" or could it be an "N"?
As per mint, I have the suspicion that the second letter is an "I", which would make is Siscia.

It looks like Constans with two victories standing facing each other. This one with palm branch between them is not the rarest but is scarce.I have one in better condition.
