It appears to be broad struck and a bit off center, perhaps machine doubled?

Broad struck coins usually indicate a collar was not in place. Your coin has the rim in place.

The devices on the rim look normal in size. When comparing a coin, it is best to check other examples from the same year. The devices on this year look a lot stronger than the 2008 examples. So checking other examples from the same year is important.

So to me it looks like a normal cent from this year.
