As a U.S. collector, I think I can provide a valid explanation, although many collectors of Canadian coins in Canada will disagree with me...
I prefer PCGS (followed by NGC, followed by ANACS) over ICCS for the following reasons:
1. Hard slabs
2. Shipping rates domestic vs. international
3. Online tools/presence
4. Net grading of coins that would be considered 'details' by PCGS/NGC... When I first started sending coins to PCGS, I got butchered on coins that were previously in ICCS plastic, many coming back as 'cleaned'
5. ICCS's 'technical' grading on UNC pieces vs. incorporating eye appeal
6. Severe penalization of Brown on copper/bronze pieces (see recent thread)
7. Far too loose on Red designation on copper/bronze pieces... I believe for PCGS and NGC it is 95% red to qualify as red, while (correct me if I'm wrong), it is 80% for ICCS
8. Greater acceptance to worldwide market, as well as greater acceptance in the U.S. market
Now, I can also see the other side of the coin for some collectors:
1. If you are dealing to the Canadian market, clearly, ICCS is the standard. You couldn't imagine the amount of the messages I get through
ebay from Canadian buyers who are either lecturing me as though PCGS is a basement slab, or offering 30-40% of value on PCGS graded coins because 'They overgrade compared to Canadian standards)
2. If you are variety collector, the U.S. firms only recognize a fraction of the varieties that ICCS does.
3. Price
I am well aware of the prevailing opinion against this point of view from my friends up North, and from everything I've heard, the guys at ICCS are great, but as an American collector, getting ICCS grading does not make sense for me
