I acquired this from a dealer, and was wondering if anyone had a bit more history on it. I have checked quite a few sources, and have yet to find the identical medal. Thanks

Steveo - there is a link here to a Wikipedia article (in French):

http://fr.wikipedia.org/wiki/Loi_re...er_en_France

Briefly, during the 1830 - 1842 period, railroads in France had been developed very haphazardly by a number of small local private companies, creating lots of short unconnected lines but not a national network as was already developing in Britain and the USA. An Act of Parliament on June 11, 1842 set out the basis for a national railway system, determining which lines should be built and how they should be funded and constructed. This medal appears to commemorate this Act of Partliament.

Very much in the stereotyped character of the French official medals going back at least to Louis XIV.

A similar, but possibly larger version of your medal is on display at the National Gallery of Art (DC).
Bovy won the French Medal of Honor for this work.
Below is the NGA notation.
