I don't see it adding more width/height to that device. It may be a coin scratch, but not hub doubling. On most of the single squeeze dies the central devices are affect and seldom the outside devices. If it were hub doubling why are not other devices around it affected?
Looking again it does look like very slight die movement, MD during the strike. Note on the 2nd image above this message you can see where the plating looks thinned above the "E". That movement may have left that line on the "E".
