The following is an article excerpt from Coinweek

The Philadelphia Mint struck only 200,750 business-strike Seated Liberty half dollars in 1851, a small production total in the context of the series, making the 1851 a scarce issue in today's market. Few examples were saved by contemporary collectors, making high-quality specimens particularly difficult to locate. Despite the elusive nature of the 1851, the date is often underrated, outside of series specialists.

Interesting how Gardner sold it in a PCGS MS66 holder, and now it resides in a PCGS MS67 holder.

Those things don't bother me that much, when they appear in either direction. My thinking is, they've been presented for some sort of official Review, or submitted by a major auction house in preparation for a large event. Either way, instead of being graded on a production line, the coin received enough personal attention to develop a perfectly clear picture of its' true character. So I tend to trust those second opinions, and although it's only one person's data I generally agree with the grades.

And yeah, that's somewhat an indictment of "normal" TPG procedure.
