This is kinda complicated, so please bare with me. About mintage numbers, the 1991 quarter for example had something like a mintage of 459,000 or so. OK, so is that the total mintage across all the business, PL, Specimen issues? In other words, does that 459,000 take into account those other issues?

Business strikes -459,000
Specimen-69,000
Proof-132,000

It has frosted relief on a mirror background.
I have one of the sets. It has 7 coins all of proof quality.
