1999 Cent Struck Thru Or Worn Out?

I have this cent which it doesn't appear to be worn down, there's no evident scratches. And the cent is as if it came out of a roll of new cents, just had some gunk thrown on it. So I am wondering I the faded word "states" is a result of being struck thru something or if that part wore down to rubbing with something? Any ideas?

Struck through grease. Happened a lot during that time. I always sought to find the ones without the dstick through. The kind that I always like was the strike through other things.
This one was though wire probably from a sire brush.

ermm...the 1999 is a simple weak strike. Not filled.
