It looks rough, not smooth, so I would say stripped.

Or plated over with zinc. Note the little blisters on the zinc area on the reverse. Those are under the copper plating and now are zinc plated over. There are no color changes, just the two colors.

The Rev looks like it had something on it which then ran over a bit from the top right side of the Rev to the Obv side. PMD.
