A bronze penny should weigh 9.45 grammes, diameter 30mm. If aluminium, but correct diameter and thickness, it would weigh about 2.9 grammes. The reverse die could have been hubbed from a genuine coin.
I am completely unfamiliar with the obverse. I note " 4P* " below 'EN' of 'PENNY'. I note that the toothed border is different from that on authentic pennies.
