I believe that this is Longacre doubling but could you confirm please? And whether this adds any premium on the price or not? Thank you :)

Longacre Doubling.

If anything, for many collectors it detracts from the value as a less-perfect coin.

..Longacre doubling for sure, yeah.. I agree with SsuperDdave but, I always liked it.
