it appears this dime has been pressed too hard or struck through or something. I'm not sure what is going on but I checked to see if it was damage maybe from a cut or scrapping but it doesn't appear to be that. above the "U" on reverse and the eye on the obverse

In front of his nose on the obverse? I see the reverse. Just trying to make out what you are seeing on the obverse?

his eye, it looks doubled under the scope but looks thick or more defined where the eye ball is.

Not sure about the Eye. The REV does look to be a Minor Die Clash.

I think you are seeing clash marks on both sides of the coin.
