1999 D Nickel Copper Or Just Rusted?

Hello fellow coin enthusiasts, it's the new guy here. Found another odd coin this time it's a 1999 D nickel though for the most part it seems to be made of copper with very little of silver color showing on the coin. Can it possibly be made of copper or was it just sitting in the water of a wishing fountain for long time? But I need to point out some strange markings on coin: at the end of the word liberty there's a mark shaped like an S, underneath the word WE appear two marks that looks like a II, on the back there's a mark that looks like a no. 1 after the S in CENTS and lastly under MONTICELLO the same word MONTICELLO appears but it's going in a curved downward way, sorry if I wasted any of your time will post pics in a few thanks

PMD. If you have a scale you can weigh it and see if it is nickel.

I don't think nickel rusts. Environmental damage,maybe a dug coin.

I've never dug a nickel, but I've dug lots of post-1946 British cupro-nickel coins and they look just like that. I think the marks and bits of silver color showing could be the result of the finder trying to clean it before putting it back into circulation.

Note the tops of the devices, the silver color is coming through. It was homeless for a time. Nickels are made of 75% copper and 25% nickel. They tend to go that color outside, but the tops of the devices will show the color. If it were all copper, it would have to have been 1. Planchet cut from the wrong stock or 2. Stuck on a Cent planchet. Your coin looks like a normal nickel. here is a nicekl struck on a copper cent:

Note how deep the color is and also that the devices don't fit onto the smaller planchet?
