This is an oddly shaped coin. I wonder if it was cut to this size at some time, or if they made it like that? It is 22mm at the widest.

It looks Byzantine and does appear to be clipped an over struck on another coin. It appears to be a follis from the Constantinople mint but I can't tell who the emperor is.

Perhaps Arab- Pseudo Byzantine, not unlike the following, which is also "Overstruck on an older clipped follis (typical for the type)":

that could be it! could be just an overstuck constans ii also. the again, would guess that the coins in BLs link were just constans ii also.

I have a very similar style coin that is a bit of a puzzle also, I am fairly sure that it is M.Tiberius/ struck over an old coin & clipped to the correct weight.
These do tend to be from Nicomedia though, if you check the back catalogue of sold coins for M.Tiberius on FAC there is 1 with a cert from D.Sear which has many similarities.
The overall style of these coins is very crude at best, with the legends normally badly struck.
