One of two choices, I cant tell which from the pictures. It is most likely a lamination error.
There is a chance that it is struck through a fragment of metal and the fragment was retained after the strike.
In hand, I would have to see if there was a point where the metal was attached acting like a hinge, so to speak. If you can see where the metal is actually a part of the surface of the coin then it is a lamination error.
If it looks like the whole section could lift up off the coin, then it might be a strike through a metal fragment and the fragment is retained.
