Die Deterioration Doubling that is unique in cents to the steel issue of 1943. Unfortuantely within that issue it is exceedingly common and very frequently mistaken for valuable doubling.
In this case, the coin has the look of a reprocessed cent. This kind of doubling occurs frequently during the replating process. These were done outside the mint to make a slightly damaged or rusted coin saleable again. This coin has almost no numismatic value because it is reprocessed.
