to the CCF.

This note is a Missing Overprint error due to its lack of serial numbers and seal.

I'll let those more knowledgeable about errors chime in with what it's worth as I don't follow the market.

I'm very suspicious of it. It looks heavily circulated by the folds but the paper is very white and the black ink looking washed out.

Yes this has seen quite a bit of circulation assuming that it never had a serial number. From those pics I can't tell if the black ink is washed out or not. Most pictures do give that "screen door" effect behind the portrait.

Usually, when the 3rd printing (green treasury seal/green serial numbers and black district seal/black district numbers) is missing, it's both overprints that are missing because either the note misses the 3rd printing all together OR the sheet was inserted Into the press wrong and it gets the 3rd printing on the backside.

I'd be highly suspect if only one is missing and not both.
