The high reflectivity of the fields make me think this is a proof?

I get it: its not just a proof, but a small date proof to boot!  I'm terrible at grading proofs, but I'll take a stab at PF-66.

Well, I missed the proof part, but I did check it for a small date and didn't think it qualified. So I get partial credit

What does large date/small date, supposed to mean.

It's a die variety created by the Mint when they tried to put the large date features on top of the small date working die. It's a fairly rare coin and generally sought after by variety collectors. This is a beautiful example!
