This isn't technically a coin, but a 20 para token intended for the Galata Bridge in Istanbul, Turkey. It is undated, but they were made sometime around 1912, just before WWI. During the war and in the aftermath of the collapse of the Ottoman government afterwards, these tokens became de-facto 20 para coins in the city, so they are often found mixed in with world coin lots. The tokens apparently remained in use as tokens until the early 1930s. Here's what they look like in better condition.

Looks like a Galata Bridge token from Istanbul, during Ottoman times. It's from 1913, it's worth 20 para, and 10,000,000 were struck. The mintage was too high (at the time, just over 1,000,000 people called Istanbul home, so even if every person had 5 tokens each there would still be too many), so they also circulated as coins - and that's why they show up so often in coin identification forums.
