I think this is due to a Grease Filled Die? Look at the beard and the bottom of his hairline. Two photos for comparison. The one on the right is the one I am talking about.

Wrong, looks like there is some Machine Doubling on old Abe's nose, too.

I have a hand full of the one on the right. mine are all 99P. I keep them because I don't know exactly what it is caused by. but I don't think I is grease. could be a over polished die but I have not put a lot of attention in them yet.

I wish the mint would leave Abe's hair and beard alone. His hair has been messed with too much. The worst do so far is the 'raked' look!

It is in a clash area where extreme cleaning would have made the devices flow into the field. The neck and nose could have been over cleaned. I think the mint thought no one would catch this? They don't know us very well....

In back of the neck...die polishing

under the chin struck through something...probably grease.

Die clashes are removed by what is called a cleaning process. Usually a wire brush rubbed again the die till the die clash mark disappears. After many clashes/cleaning the field and devices (Letters/numbers/bust/memorial/wheats) can wear the die to the point where the devices are the same level as the field. Wiping out part of the design. You see this a lot on the Rim of the 1980's (Mid to late) where the letters on the out side edge look shorter/weaker/appearance that the die is being bent. The weakness appears a lot on the out side edge letters. But don't have to be in this area. Where the clash occurs/gets cleaned a lot you will see the size/height of the devices start to weaken. Sometimes its the 1 in the date what looks a lot thinner/wider. The E on the wheat Cents is another area weaken by such cleanings. The back of Lincolns head/neck/throat. Areas in the target areas where the two field collide and the edges of the devises edge are. After several cleaning happen, the field flows into the devices and the edge of the that was there is now worn away, one clash/cleaning at a time. Die wear and clash removal remove part of the die that would be part of a pattern.

Sorry: I just realized I hadn't answered your question. I don't believe that it is part of a clashed die. Maybe the result of over cleaning/strike though/weak strike. It appear to me that your coin seems to be fully struck because the hair is pretty well formed, except where the neck/hair line is. So I'm not 100% positive what it is. I'm just offering a few causes to make your weaker devices on the neck. There may be something I've overlooked also.

I do find the smile line on the right image to be interesting. Seems awful squared compared to the other image
