Definitely Nero.

Seems to be a Nero AE As, with the reverse depicting the temple of Janus.

I agree, Nero/Temple of Janus. Id treat it for bronze disease.

I think Ben is right.
It has been far too harshly brushed with a brass bristled brush to remove verdigris.
It would have been better to not go so far with the brush, leave some verdigris and chemically treat that.

The colour suggests orichalcum (brass), but that could be the result of the brushing.
The fact that the head is non radiate means that it is an assarion, (bronze as).

I suspect it may have been chemically stripped of a thick patina. Possibly it was heavily damaged by BD spreading underneath and the only surefire solution was to blast it away !
It still has some redeeming value since it has Nero's easily recognizable profile. I would drop it into something to get the some of the "wattage" reduced. A quick bath in 'Liver of sulfur' wouldn't hurt this one.
