As Coop has pointed out, it's hard to tell with the pictures you have provided.
My first impression is that it's an extraordinary example of a LD 1970-S with Machine Die Doubling/MMD likely caused by a loose die.
Coin in hand, do you see any noticeable separation or "notching" on any of the obverse devices?
Is the doubling raised or flat and shelf-like?
Being that I think I can see similar areas of doubling on the MM, it's most likely MDD, however, there ARE known examples of major
DDO's that also exhibit moderate MDD on them as well!
Try loosely securing a piece of white paper over a low wattage table lamp to use as your sole light source for photographing coins. But always make sure the bulb doesn't get hot enough to start a fire!
