Seems to be a 1924. Maybe some foreign matter on the coin covering
part of the 4. If not, then struck through some debris.

Here are 2 different 1924's and most 1924's I looked at the top of the numbers seemed to line up more equally. Unless my first pictures were of a larger 4 then I've seen on a 1924 penny.

looks like a '24 D sith the 4 coverd. Sorry

It was caused by rolling/counting machine damage, you can see a continuation of the circular scrape on the jacket lapel

The third pic pretty clearly illustrates the area where the impact that moved the last digit covered.
