Actually Jerry I think it's a N-3 which is an R.1. The problem is is that the two are so strikingly similar it's hard to tell the difference. Judging by the position to the pointed curl and the inner curve of the 8 I'd say N-3.
The biggest difference according to Newcomb is that the N-3 has the left edge of the 1 to the left of the nearest denticle and the N-14 is to the right of the adjacent denticle and from these pics it's impossible to tell.
Here are links for comparison. As you can see there are only minute differences apparent in the MS pieces let alone a VG-10 to F-12.

in coins condition it probably doesn't matter what N-# it is. For 10 bucks it will be ok.
