Wrong, it seems to be Mechanical Doubling and the mark on the inside of the loop that appears to be on top is probably a post mint ding. My thoughts, anyway. Jim
That is what I first thought so I look at it under a microscope, it is not damage, it is raised from the bottom serif, and no marks, I will attempt to get better pics.
Here is another picture as you can see on the west side, there is doubling, and no damage on lower serif/higher serif. Sorry picture is not best quality, MM's hard to photograph...
I'll say doubling! I do see some light Mechanical Doubling to the east, but an impressive amount of doubling to the west. (I'm sure you know by now that I'm not an expert)
Well it can't be a RPM as they ended 1989 which was the last year the Dies were punched with mint mark. The 1990 forward coins are part of the pattern of the hubs. So it can't be that. The 1996-D Cent had one die that was a doubled die which the mint mark was doubled, but the date was also doubled.
As Coop points out, there is no such thing as a 1994D repunched mintmark...the mintmark was not punched into 1994 dies to begin with. Repunching is impossible without punching.
