If you bought a really old used album, you might also have to buy the "modern coin" page with the bicentennials, but with later versions of the album that page came standard. I suppose they have no problem making the albums, they just do not want to deal with the layout design. I have no idea why they stopped making the existing design. I can see if they were worried about being stuck with outdated albums, but that only makes sense if the updated version was going to be an near immediate release.
