I'm thinking the Mint didn't have a refined technique for basining at that point, which would have made that clash impossible. Maybe even a little die sinking at the periphery of the reverse, making the center of the coin all the more. Either way it's tough to wrap your head around.

How would a clash transfer to such a deeply recessed place in the other die like liberty's head?... and is that a wing clash too jutting from her neck?
