It is a medal, not a coin (it has no "face value").
As noted already, it was sealed in the Mint Set packages for several years as a way to identify sets struck in Philadelphia. It has a counterpart with a "D" on it that was included in sets struck in Denver.
They were included in sets from 1984 through 1999; roughly the period after the Susan B Anthony dollar was dropped and before the Sacagawea dollar was introduced.
They have essentially no value.
