1968 D LMC Date Anomoly

The "1" in the date appears to be misstruck (or something). At first I thought maybe struck through but I have found over a dozen of these with identical features. Any idea what may be the cause of this?

Looks like the result of a damaged die. There are multiple heavy scratches in that area.

Yep, I concur with the other numismatists, this is a damaged die.

I am going to lean towards over polishing of the die.

The die was abraded so much in that area the device was reducing in side. I've seen this die before:
