I have listed 5 coins on ebay over the past week. One buyer, ecenterbono, bid on 4 of the 5 coins. He won 2 of the auctions and paid soon after. One auction he lost and another auction which ends on Tuesday he bid and then retracted his bid. His excuse was that he entered the wrong amount however he only bid 185.99 for an item that had a starting price of 185. This seems to not fall under the wrong amount criteria. I offer returns on my items because I feel it is fair, however I am scared he may return the coins. Another reason I am skeptical is that I checked his feedback and he has received feedback for several coins this past month (in the hundreds)but I checked several buyers he has dealt with and it seems he never leaves feedback. I'm wondering if anyone else has dealt with this buyer and if I'm overreacting or should actually be concerned.

I think you are prematurely worrying. I personally have not dealt with such a buyer but posting his ID here is not againist the rules, if you want to receive feedback from other members who have potentially dealt with him.

I believe you are right. I actually looked incorrectly and he leaves feedback. I was burned on another deal a few weeks ago where a buyer returned an item with no reason and was concerned it may happen again so I'm just a little gun-shy.

If you're going to sell on ebay, you're going to be held to the same standards as any other retailer - your customer doesn't have to justify a return. Reason doesn't matter. Would you walk into a Home Depot with a big sign out front that said, "No returns?"

You're Home Depot now.

Yeah, I wouldn't worry yet. I worry about everything, and even that wouldn't make me worry

I agree, if you are concerned about buyers returning coins, don't offer returns.

Just to elaborate on my concerns, I feel this buyer was just out buying what they could, and then returning what they felt wasn't a good deal based on their habits. The buyer, as I was afraid of, did indeed decide to return a coin saying that he submitted the coins he purchased to be graded and this one wouldn't grade citing scratches on the coin. In the auction I specifically posted a zoomed picture showing scratches and stated that the coin was cleaned and scratched. I agree that my worry was premature even though, in the end, what I was worried over came true. I guess I just need to educate myself more on proper selling techniques and question whether or not the selling aspect of the hobby is right for me.

Yes, you need to do that, but not because you lack any skill. ebay is becoming very difficult for small-scale sellers and it's time for people to start considering their level of risk aversion.

Unfortunately, there are people who use ebay as sort of an approval service... The way the rules are written it basically allows people to order a coin, properly described, hope for an undergraded coin, and then return it... Nothing that can be done about, other than to block after the first time, just a cost of doing business...

Shoot, I had a guy who actually had a form letter prepared for returns from ebay!

And BTW don't stop accepting 14 day returns because then they just start opening frivolous cases on you if they want to return. Putting your entire account in jeopardy. ebay is becoming a giant too big for its shoes and we (sellers) are the ones getting stepped on!
