I would have to agree, definitely a lamination error. Check out http://coinsandcanada.com/ . They have mountains of information on coin and there varieties and error .

It's a lamination error. Definitely well circulated but a keeper.

Yes, indeed a fairly big planchetflaw, your example is interesting but not very eye catching and appealing. Probably $4 as a neato little study peice. Still a great find though.
