I believe this to be a lam. Pre strike?
Obverse pic is blurry but it is not important.
THe lam is on the reverse to the bottom left.

It wouldn't surprise me. A lot of the War Nickels, especially the 45's had some pretty bad lamination issues. Therefore, since there are so many of them, only the big problem error coins will have an added premium.
