It's a clad commemorative half dollar from the US Mint, the companion to the 1986 Statue of Liberty/Ellis Island silver dollar. So you could spend it, but it has more collector value than 50¢. One of my pickups this week forgot to order 2 boxes of halves and 2 nickels this week due to the holiday. Not a problem at all and the teller was so nice that she offered to double my order for next week. With any luck next week will be starting off with 4 boxes of halves and 4 boxes of nickels!
