Looked to me like a scratch but the line goes under the "O" so made me think it may be an error. What do you think?

See the little angled tic at the bottom of the scratch? That's where it started. The O stopped it, momentarily from the looks of things or maybe that double line is a second chance encounter.

Yeh, a scratch as suspected. Sometimes I get an error coin I thought had PMD. It will be a filler in my Whitman book, I don't have that date. It is an "O".
