Does this look like slight doubling in the lettering?

What stands out at me on this coin is the weakness of the strike or a partial Grease Fill preventing the devices from fully forming on the left upper part of the coin. What does the obverse look like? If the rim are weak on the obverse, then it might be a weak strike. If they are full, then I would lean towards a struck through error (grease) on that area of the coin. When the devices look wider the great prevents the tops of the devices to form. (the devices are tapered and the grease prevents them from forming)

The rims look strong on the obverse, so it much be a struck through error. Thanks for the extra image.

I wonder if most of the reverse had at least a "skin" of grease. Maybe just the lighting, but only the upper right third seems to have the appropriate finish.
