I see possible doubling on the reverse sde- UNITED STATES of AMERICA- ONE CENT-and the building. The thing is, why do or what makes the inlines of the doubling a silver looking color? Please help.

Looks like the silver color you are seeing is the Zinc that the coin is made from. The copper coating is not all that good. This is maybe what makes the reverse looked doubled.Does the obverse show any Zinc ? I bet it does !!

It's known as split plating doubling. Here is a link. The examples are dramatic, but it's still the same.

The plating sometimes is split during the strike, but on you coin the raised die crack have worn the plating of the coin from other coin contact. The 1991 no mint mark means it was struck in Philadelphia on cents. Slight struck through error on the last digit on the date. (minor)

It appears the strike through is at a 90 degree. Obverse and reverse should match vertically when flipped over.
