Paypal 'Chargeback Settlement Fee'

So I was doing a bit of bookkeeping this morning and found a discrepancy, so I started digging into my paypal account...

Earlier this month, I had some scammer open a chargeback with his credit card company on an ebay sale, which which was tracked and showed delivery to the person in question at their address in TX... Did the usual proof of delivery rigmarole, respond to case, ect., ect., ect... Anyways, case was decided in my favor, which I thought it meant it was over, since they gave me back (most) of my money...

Well apparently, when an chargeback is opened on you, Paypal charges a 'chargeback settlement fee', which accounted for the discrepancy in my books... Here is exactly what they case says in the dispute:

This matter has been resolved and no funds were debited from your account for this chargeback. We were charged a fee for processing this chargeback and have debited your account a Chargeback Settlement Fee.


Never heard of this before, have any other ebay sellers encountered this particular one? Makes chargebacks even more frustrating, since it would seem now even if you cover the very high bar to prove your case, you are still being hit with a fee for some clown filing a frivolous chargeback...?

Wait, they're charging you for some scammer's effort? No bank on Earth will do that.

Wow... sounds ridiculous how they say "no funds were debited... oh but by the way we debited funds from your account". That would definitely merit a phone call if it were me... sorry to hear that.

Apparently they are charging for their effort in arguing the chargeback on my behalf?

We had a scammer counterfeit one of our PNC business checks, from scratch, for $800+ dollars. He walked right into a PNC Bank and CASHED it! Canceled check had the branch and teller numer right on the back. Talk about brazen. When it was discovered PNC said we need to close that account and open a new one. They tried to charge us all new fees and for new checks. Susan had to fight up the ladder. Since that, nothing banks do would surprise me one iota.

Paypal is not a bank, so they can charge what they want.

It is threads like this one that make me sad dealing with banks and other financial institutions. Bah humbug on them and the fees they charge sometimes for no good reason it seems.

Why should they [eBay, a bank, PayPal, the local dry cleaner] provide a service for free? They either bundle the cost into SOMETHING you are paying for or break it out. Why should every other seller pay part of the cost of handling chargebacks when most of them don't use that service?

A couple of notes:
1. Paypal collects quite a bit of money from the average run of the mill ebay seller- If a seller is moving 100k a year through ebay, they are tossing roughly 3k to paypal- That's off of gross, not net

2. ebay sellers don't 'choose' having chargebacks. I can even understand a fee for chargebacks if paypal finds you in the wrong. However, a fee for defending you for doing everything EXACTLY as you are instructed to, per ebay and paypal criteria, is absurd, IMO, especially when you are kicking them a % and a transaction fee each time.

I'm not sitting here and whining, I understand it's a cost of doing business, I was curious if other sellers had encountered this 'fee' and if others had not, I was hoping to enlighten them- I would have never caught it unless I did a bit of digging

Yeah to me it sounds as though (using this as an example) a victim is being charged a fee for a lawyer figuring that the victim of a scam/'crime' did not commit a crime themselves... and nothing more. But on topic I have never noticed this as I don't sell too often over the years and have only had maybe one real case opened that was settled well for all.

Visa doesn't charge you for fraud on your card.

Retrieval Fee- and yes it is one of the cost of doing business for accepting credit card.
