I just got off the phone with
ebay. It only took 3 humans and 40 minutes, part of which being because they had nothing remotely resembling my question in the choices they offer that will allow you to get a phone number and Confirmation Code. One of the three (the last) spoke palatable English; neither of the first two spoke the language well enough to grok what I was trying to say.
Anyway. I have an item listed I'm not shipping Internationally. All of my high bidders are Russian despite my clear specification that I'm selling this one to the US only. Mea Culpa, I didn't specify in my Selling Preferences the places I
won't ship; I just used their software to list the places I
would.
Now, here's the punchline, given to me by the
ebay employee who spoke English:
That Preference setting is global. Think about that. I did, and she confirmed it: I can only sell Internationally, or not sell Internationally. If I unlock International settings, all of my auctions can be bid upon by whatever International bidders I allow. If I specify only US, despite the fact that I list my auction to sell anywhere this side of Mars, only US bidders can bid on it.
You can't do both at once. All International, or no International.
