I just got off the phone with ebay. It only took 3 humans and 40 minutes, part of which being because they had nothing remotely resembling my question in the choices they offer that will allow you to get a phone number and Confirmation Code. One of the three (the last) spoke palatable English; neither of the first two spoke the language well enough to grok what I was trying to say.

Anyway. I have an item listed I'm not shipping Internationally. All of my high bidders are Russian despite my clear specification that I'm selling this one to the US only. Mea Culpa, I didn't specify in my Selling Preferences the places I won't ship; I just used their software to list the places I would.

Now, here's the punchline, given to me by the ebay employee who spoke English:

That Preference setting is global. Think about that. I did, and she confirmed it: I can only sell Internationally, or not sell Internationally. If I unlock International settings, all of my auctions can be bid upon by whatever International bidders I allow. If I specify only US, despite the fact that I list my auction to sell anywhere this side of Mars, only US bidders can bid on it.

You can't do both at once. All International, or no International.

Not sure I'm following you but I've always gone No International. My unique auctions always default to "Global" and I have to manually uncheck that box every time I list an item. Seems you should have that option too.

Prior to the Global Shipping doohickey you could specify countries to include/exclude but now I guess it's all or nothing?

It's all or nothing, and your choices setting up Shipping Destinations do_not override your Preferences Settings.

Jimbucks, where would you suggest I sell my coins? Ecrater?

They're the only game in town if you actually want to have sales. They know this, and that's why they don't care. Your attitude facilitates them more than mine.

Wow, I just found another punchline. I went very carefully over my account settings today, and found that in another place I'd already (from the get-go) specified I'm already blocking buyers who don't live in a country I don't ship to.

I got a bid from China today.

I am missing something here. I've been B&S on ebay since 1997. I have a store full of items that I can specify international sales, or international sales except for countries I wish to exclude by clicking on them.
