These are extreme examples of VLDS (Very Late Die State). When the dies worn to the point they should be retired they do this.

If they polished the die again to remove the heavy die flow, the devices would suffer drastically. So when they finish this run, they are probably retired. Sooner if the die breaks.

The effect seen on this coin is from extensive use. It's called "Orange Peel" a term used within the metals industry.
