Someone outside of the US Mint took a cent from circulation and stamped the outline map on it. Similar outline maps of other states are also found on circulating cents from time to time. They have all been stamped from cents released into circulation -- they are not an official Mint product.

While such counterstamped cents might be interesting collectibles, they hold no value beyond their face value of one cent.

What I first noticed, being an Oregonian, is the state and the "OR" are not the right orientation to eachother. 2 different counter stamps

It is a counter stamped coin. If you are in the hobby long enough you can put together a nice set.

Somewhere in my closet, I have 50 one cent coins with the state outline and abbreviation on the obverse. I also have the cardboard holder.

To make it easier to store, I popped the coins out of the holder.

The OP's counterstamp may well have been extracted from a set like this 8x10, framed one that hangs on a wall in my man cave:
