Leaning towards lathe because of the controlled pattern. I've seen this before myself but hadn't paused long enough to figure out why.

They're unlikely to be lathe marks because they don't precisely follow the curvature of the coin. It's probably some form of die damage that occurred during the press run.

They look like polishing die scratches to me. Lathe lines would be more circular in shape.

I took this coin into the Philadelphia Mint in 1998 and was told that Denver was still having problems with their new die shop in 1996 and they thought this was the result of improper die blank polishing. I wonder since it would seem that the hubbing process would have distorted the lines more than what we see here.
