im pretty sure that is just strike weakness caused by the amount of desing that needed to be filled on the obverse...not a strike through IMO, sorry.

You can tell a Struck Through Grease error by looking at the devices. If they appear thicker, then some grease was in the die and was blocking the upper parts of the devices on the coin.

There was a light coating down the center of the die weakening the building and the STATES.

This is typically the area of the coin that does not strike up well when the pressure required is insufficient. It's a minor (very minor) weak strike.

Here is a weak struck nickel. Note the weakness next to the rim:

Here is a low pressure strike Dollar and a Struck Through Grease coin. (note the rims formed by the dies during the strike:

The example by the OP is showing the strength on the rims just like a grease struck through error.
