I'm not sure what this is, but to the best of my knowledge the United States never minted a 1/4 dollar gold coin. Besides, the whole thing is way too crudely done to be the product of the U.S. Mint.

If genuine, it's California Gold, which was minted in that denomination. I don't have the requisite reference material, but this one is not a match for the 4 similar types (BG-809, 810, 812, 813) I was able to find in a quick online search.

On the reverse there are a lot of bubbles, indicating that it is probably a cast reproduction.
