When you prey on the weakest and most vulnerable, they should lock you up and throw away the key. Two years is a slap on the wrist.

Hence the much maligned Minnesota law on out of state dealers, requiring them to register with the state and in some cases require a surety bond before doing business in Minnesota.

Everybody wants to punish people AFTER they drain a poor man's life savings but no one waqnts to take steps to prevent it before it happens.
