It looks like if you put Wexler's 2013-P 25¢ MD WDDR-004 and CONECA's 2013-P MD 25c DDR-002, 2-R-VIII together it would be this coin! It may be a new one. I am not sure. Wexler does not mention doubling on the building and CONECA does not mention doubling on the fireworks or flag. This one has all of those attributes.

You might want to submit your images of this one to John Wexler. It maybe a new die? It is stronger on the lower areas than WDDR-004. But He might enjoy seeing what you have. Maybe he missed the lower doubling, or it maybe a new die that is not listed yet.

I see it in the areas I've put the arrows. These are areas John Wexler and James Wiles points out. Also shows in other images/places.
